3. As to the 2nd.request of air, Smith, here
again my experience is different from his. The custom may be
different in the Western and Eastern Colonies, but whatever
be decided should be uniform, at least in Crown Colonies. I
find in HongKong, for instance, that the Major-General Com-
manding troops is styled "His Excellency also the Admiral
Commanding in Chief. I have not found it so elsewhere, and
which custom is right I know not, but I think that as in the
case of other local honorary designations they should be. uni-
form in Crown Colonies. I therefore submit Mr. Smith's letter
and shall be glad to receive your instructions on the follow-
ing points;-
(e) Is the Puisne Judge to communicate direct, or through the
Chief Justice, or the Colonial Secretary? And is he to be
answered by the Governor or by the Colonial Secretary?
(b) Is the designation of a Puise Judge out of Court, to be
